23. 🌍 Environmental Restoration After the War (Eco-Reparations)
Environmental recovery is not an “additional component” — it is essential to the Peace Plan.
Ukraine must be rebuilt not only physically, but ecologically.
Every destroyed forest, polluted soil, burned field, and damaged river must be restored at the expense of the aggressor state and with international support.
Eco-reparations establish a new global precedent: accountability for environmental war crimes.
Key Provisions
1. Comprehensive assessment of environmental damage
Creation of a national ecological damage map: soils, waters, forests, biodiversity.
Use of satellite imagery, drones and sensor networks for precise measurement.
Verification by international environmental institutions.
2. Eco-reparations as Russia’s legal obligation
Compensation for heavy-metal contamination, chemical pollution, fuel spills and explosive residues.
Restoration of natural landscapes, including costs of demining and land rehabilitation.
Recognition of environmental damage as part of Russia’s international responsibility.
3. Removal of the war’s toxic legacy
Soil remediation from petroleum, explosives and toxic metals.
Restoration of water ecosystems and riverbeds; prevention of secondary pollution.
Creation of ecological rehabilitation zones.
4. Reforestation and recovery of natural territories
National program “The Returning Forest”: large-scale reforestation.
Planting climate-resilient species and restoring biodiversity.
Priority to de-occupied regions most affected by fires.
5. “Green Reconstruction” of infrastructure
Post-war rebuilding aligned with low-carbon principles.
Use of sustainable materials and energy-efficient technologies.
Creation of green corridors and protected areas.
Expected Outcome
Ukraine emerges as a model of ecological revival — proving that nature can be restored even after extreme destruction, using modern technologies, international standards and fair eco-reparations.
Message to the world
War destroys nature.
And the aggressor state will be held accountable — financially, legally and historically.
