21. 📡 Global Coalition Against Disinformation
Global protection of truth as the foundation of collective security.
Ukraine proposes the creation of a global coalition that coordinates resistance to disinformation attacks and information warfare as a core element of modern conflicts.
Disinformation has become a weapon of mass disruption, capable of paralysing societies and undermining democracies without a single shot fired. This is why Ukraine insists on establishing a global mechanism that makes the information space protected, transparent, and accountable. This point arises from our lived experience — from seeing how lies destroyed lives, countries, and reality itself.
In the future security system, informational truth becomes not merely a value but a dimension of defence capability. The Global Coalition Against Disinformation will unite states, tech companies, journalistic institutions, and human rights organisations, establishing shared standards, monitoring systems, rapid response tools, and sanction mechanisms. It will allow information attacks to be identified and neutralised before they escalate into crises. This forms an ethical architecture for the digital world.
In the symbolic layer, one can feel the tension of radars catching signals of truth through noise and distortion. The symbol 📡 is not only an antenna but a principle: a world that hears itself without manipulation. The space is cleared of propaganda fog, of grey dust of distortion. A horizon appears where information regains weight, and words regain dignity. In this new reality, lies lose their power to fracture humanity.
Ukraine proposes establishing an international coalition to counter disinformation, including global monitoring, security standards, accountability for information attacks, and protection of democratic institutions.
