II. Security and Prevention of Aggression
5. ⚖️ Limiting the Military Potential of the Russian Federation
Russia’s unchecked militarisation is not an internal matter but a global threat requiring systematic, internationally regulated restraint.
Russia wages war not because it must, but because it is allowed to maintain excessive capacity for aggression. Limiting Russia’s military potential is not revenge — it is a logical safeguard that ensures aggression cannot repeat. It is a structural foundation of future European security.
In the new system, this point means international oversight of the critical components of Russia’s military-industrial complex: weapons production, missile programmes, drone manufacturing, cyber forces, and long-range strike capabilities. It includes inspections, production audits, bans on developing offensive systems, limits on army size, and strict ceilings on resources that can be used for war. It creates an architecture of deterrence in which Russia simply cannot invade again.
Artistically, the scales represent the rebalancing of power. One side glows with light; the other, a heavy dark mass, diminishes under mechanisms of control. The scales steady themselves, destructive tools fade, and the world becomes symmetrical again. This is the moment when justice becomes a structure, not a metaphor.
An internationally codified restriction on Russia’s military potential, with oversight of weapons production, deployment, and capability development to eliminate the possibility of renewed aggression.
