29. 🔎 Sanctions Enforcement & Asset Recovery Mechanism
Establishing a binding international mechanism that guarantees strict enforcement of sanctions and automatic transfer of frozen Russian assets to Ukraine’s reconstruction fund.
Sanctions matter only if they work. Ukraine has seen years of loopholes, evasions, shadow payments, and selective enforcement. Frozen assets remained frozen indefinitely — yet never used for justice.
The new reality demands a system where impunity is structurally impossible.
The plan proposes creating an International Sanctions Enforcement Authority, responsible for global monitoring, seizure, compliance audits, and the automatic conversion of frozen Russian assets into reconstruction funds.
This includes:
— unified G7+/EU sanctions registry;
— real-time monitoring of evasion networks;
— full integration with financial intelligence units;
— mandatory asset transfer without political bargaining;
— prohibition of any sanctions relaxation without Ukraine’s consent;
— a legal framework establishing the aggressor as the payer for the damage.
This is not punitive alone — it is a new global norm of accountability.
