Ukraine establishes a multi-layer, internationally monitored demilitarized zone free of Russian troops, weapons, and infrastructure.
Ukraine understands that proximity to Russian military forces is a structural threat. The demilitarized zone becomes a protective buffer — a space that absorbs risks and breaks the logic of surprise aggression.
In practice: no Russian military presence in the defined perimeter; prohibition of missiles, artillery, and aviation assets; satellite surveillance, drones, ground sensors; partner missions verifying compliance; transparent digital infrastructure on Ukraine’s side.
