Immediate and unconditional return of all illegally detained individuals.
Ukraine demands the full and urgent return of deported children, civilian hostages, and prisoners of war under international humanitarian standards.
This point was born from one of the deepest wounds of the war: abducted children and people whose lives were placed “on hold” by Russian crimes. The world may debate security models or negotiation formats, but one boundary is absolute: a human must return home. This principle anchors the moral foundation upon which any peace must stand.
The return process must be overseen by international institutions — ICRC, UNICEF, UN bodies — with transparent registries, verified lists, access to all detention sites, and mechanisms ensuring compliance. Ukraine gains the right to monitor every transfer, accompany every person, and confirm each safe return. This point works in synergy with the tribunal, sanctions enforcement, and reparations, forming a legal structure that forces the perpetrator to unlock the doors.
