15. 👁️ International Monitoring and Oversight
A permanent international monitoring system ensures transparency, human rights protection, and prevents renewed aggression.
Ukraine requires a multi-layered, independent, technologically equipped, legally protected monitoring mission to oversee implementation of all agreement points.
This point was born out of a need for genuine trust. Ukraine knows: the aggressor’s promises mean nothing without verification. Monitoring is not a sign of mistrust — it is the architecture of lasting security.
In practice, this means a multinational mission under a mandate of the UN/EU/US, operating across all Ukrainian territory, including liberated regions. It documents violations, assesses risks, reports data to international bodies, ensures transparency of institutions, and prevents hidden political or digital interference from Russia.
Symbolically, 👁️ is the eye that illuminates rather than surveils. It is a soft, steady light protecting the order of the new reality. It is presence — not intrusion — ensuring that shadows can no longer grow into threats.
Ukraine establishes a permanent international monitoring mechanism ensuring compliance and preventing renewed aggression.
