Who is this?
PDVSA is Venezuela’s state oil company, which for decades functioned as the financial heart of the regime and a key gateway for shadow exports. Merged with Russian schemes, it became part of a global dumping mechanism for sanctioned oil. As of January 2026, PDVSA has lost sovereign operational capacity.
