10. 🛑 Full Lifting of Sanctions on Russia — Only After All Conditions Are Met
No easing of sanctions is possible until Russia fully complies with every article of the Peace Plan.
Sanctions are not a bargaining tool but a mechanism of accountability. They are lifted only after sovereignty, justice, and reparations are restored.
This point responds to Russia’s attempts to “buy” partial sanction relief through fragmented actions or information manipulation. Ukraine’s stance is unequivocal: sanctions fix the reality of the crime and remain in force until every consequence is reversed.
Sanctions may be lifted only after:
— full troop withdrawal;
— de-occupation of all territories;
— return of abducted children and prisoners;
— payment of reparations;
— execution of tribunal decisions;
— guarantees of non-repetition of aggression;
— transition to transparent international auditing.
The process is governed by a multilayered monitoring system involving the EU, US, G7, IMF, World Bank, and independent observers. Each phase of sanction lifting becomes a legal act, protected from political manipulation.
