22. 🌐 Digital Independence and Cyber Defense
Ukraine must secure full digital sovereignty and an impenetrable shield against any external cyber threats.
Ukraine’s digital space becomes an independent, resilient, and protected infrastructure inaccessible to interference from Russia.
Cyberwar began long before the first missiles appeared in the sky. Ukraine faced constant attacks on networks, energy systems, and government structures. Digital independence is therefore not a technical upgrade — it is a core dimension of national freedom. This point emerged as a response to attempts to fracture our statehood through the “invisible front.”
Digital independence means sovereign data centers, protected cloud architectures, and national registries that cannot be destroyed, seized, or manipulated even under physical threat. Cyber defense is not passive — it includes active threat detection, AI-driven prediction systems, and integration with EU and NATO cyber frameworks. It also means strong legal safeguards for citizens’ data and standards preventing interference from foreign actors. Ukraine becomes a “digital fortress,” where every service is redundant, resilient, and secure.
