Russia bears full and irreversible financial responsibility.
100% of frozen Russian assets become a resource for Ukraine’s reconstruction, direct compensation, and systemic recovery.
This point emerged from a simple and immovable truth: destruction must be repaired at the expense of the destroyer. Not as charity. Not as a “gesture of goodwill.” But as a structural mechanism of justice that restores balance in the world. Ukraine paid the highest price, and now the world must codify the rule that aggression always results in loss for the aggressor — not the victim.
Reparations are more than money. They are a mechanism that reshapes the international order. Frozen Russian assets — state-owned and regime-linked — form the basis of a Reconstruction Fund. Compensation must include infrastructure recovery, as well as direct payments to families of the killed, injured, deported, displaced, or those who lost their homes and businesses. This point aligns with the tribunal, sanctions enforcement, and future security guarantees — together forming a legal chain that prevents repeated aggression. Countries participating in asset confiscation gain stable precedents for future global crises.
